Once again, it restricts Medics from having elemental ninjutsu in rule 14. There's a reason I proposed Elemental, Puppetry and Medical as branches on Ninjutsu rather than separate specialties. Mainly because you didn't want to create too many restrictions, the way you've done it, has created more.
